J&K School Edu Deptt Approves Promotions for Masters, Lecturers, and Headmasters – Check List

In a recent development, the Directorate of School Education in Jammu has approved the implementation of the Time Bound Promotion (In-Situ) to Higher Standard of pay scales scheme.

This initiative, sanctioned under various regulations including SRO-14 of 1996, SRO-225 of 1997, and SRO-42 of 2011, aims to benefit 35 Masters, Lecturers, and Headmasters from the Jammu Division.

The promotion entails an upgrade to higher pay scales, as detailed in the annexure to the order. However, the financial implications will be governed by the General Financial Rules-2017.

To qualify for this promotion, certain conditions must be met:

1. Verification of service records by the Chief Education Officer/Drawing and Disbursing Officer.
2. Completion of the required tenure without interruption.
3. Non-suspension or charge-sheeting of the employee.
4. Maintenance of existing designation, seniority, and duties.
5. Exclusion of certain types of leave from the calculation of service tenure.
6. Commitment to not refuse functional promotion in the future.
7. Satisfactory work conduct as per Annual Performance Reports (APRs).
8. Confirmation of substantive appointment and genuineness of appointment.

Additionally, the promotion will not be granted to individuals with pending criminal cases or proceedings. Any pending cases will lead to immediate cancellation of the promotion.

The responsibility for any recovery due to the Government Employee rests solely with the concerned Drawing and Disbursing Officer (DDO). Furthermore, in the event of a transfer, the fixation and monetary benefits can be settled by either of the two DDOs.

The service verification up to the date of the order issuance will be the responsibility of the concerned DDO.

The order, numbered DSE/Gen/TBP/2539-49, has been communicated to the Chief Accounts Officer, Chief Education Officers of various districts, and the computer section for uploading on the Directorate website, ensuring transparency and accessibility of the information.

This initiative reflects the government’s commitment to rewarding dedicated education personnel and enhancing the quality of education in the region.
