Exercising powers under the proviso to Article 309 of the Constitution of India, the Lieutenant Governor has directed amendments to the Jammu & Kashmir Civil Services (Revised Pay Rules), 2009.
The amendment serves as an addendum to the existing notification, SRO 42 of 2011, dated 02.02.2011. The focus of the amendment is on the Entry Level Pay of direct recruits (officers/officials) falling under the purview of SRO 42 of 2011. The revised pay structure is outlined in a matrix, specifying pre-revised scales, pay grades, and basic pay for different categories.
Key Points:
Entry Level Pay for direct recruits as per the matrix
Deemed existence of rules ab initio
Notional effect from January 1, 2006, and monetary effect from January 1, 2011
This significant adjustment is expected to have a considerable impact on the financial structure of the concerned officers and officials. The government’s move underscores its commitment to enhancing the remuneration structure in line with constitutional provisions.
The notification, signed by Santosh D. Vaidya, IAS, Principal Secretary to Government, Finance Department, emphasizes the retrospective application of the revised pay rules.
