Senior IPS Officer from 1991 Batch Takes On Dual Role as DGP for Jammu & Kashmir Police

New Delhi, October 27, 2023 – In a notable move that carries significant implications for the security and law enforcement apparatus of the Union Territory of Jammu & Kashmir, the Ministry of Home Affairs (MHA) under the Government of India has appointed Shri R.R. Swain, a seasoned Indian Police Service (IPS) officer from the 1991 cadre, as the Director General of Police (DGP) for Jammu & Kashmir.

Shri R.R. Swain, who is presently discharging his duties as the Special Director General of the Crime Investigation Department (CID) in Jammu & Kashmir, will assume the role of DGP starting from November 1, 2023.

This decision has been endorsed by the Competent Authority and will remain in force until further directives are issued.

The official order, originating from the MHA, was issued from the North Block in New Delhi. BG Krishnan, the Director (S) at the Ministry of Home Affairs, has formally communicated this significant development.

Shri R.R. Swain’s extensive experience, which spans over three decades in the IPS, positions him as a well-qualified candidate for this dual role, reflecting the government’s emphasis on effective leadership in the region.

The dual role of Shri R.R. Swain, overseeing both the CID and DGP responsibilities, is anticipated to have a profound influence on the security dynamics and law enforcement strategies within Jammu & Kashmir.

His appointment is poised to shape the region’s security landscape in the months ahead.

This decision is likely to be closely watched by a variety of stakeholders, and its effects on the region’s security and law enforcement strategies will be subject to close scrutiny.
